When Governor Chris Gregoire took office in 2005 with the slimmest of electoral margins, she inherited a budget shortfall of more than $2 billion from ripples of Sept. 11 and the dotcom bust.  She quickly rolled up her sleeves to put Washington back on solid financial footing and instituted a rainy-day fund to provide a cushion for the really tough times.  She also invested in programs to ensure better futures for citizens across the state.
